By organizing in Tangier, under the high patronage of His Majesty Mohammed VI, the first edition of the BLUE AFRICA SUMMIT on November 16 and 17, 2023, the Academy of the Kingdom of Morocco, La Saison Bleue, and the World Sea Forum drew up a first map of the major issues of maritime Africa across the Mediterranean, Atlantic, and Indian basins by 2030.
In “the Tangier Declaration,” endorsed by representatives of twenty-six nations of the continent at the end of two founding days rich in exchanges and sharing of experiences, participants affirmed that African growth, including that of landlocked countries, would depend largely on international trade, more than 90% of which is carried out by sea. Through its ports, straits, and canals, maritime Africa thus linked the Indian Ocean, the Mozambique Channel, the Red Sea, the Persian Gulf, the Mediterranean, and the Atlantic Ocean into a dynamic whole—an Africa fully connected to Europe, the Americas, and Asia.
It is this vision that the second edition of the BLUE AFRICA SUMMIT brought to Tangier on October 9 and 10, 2024.
Recognizing the strategic importance of these actors gathered in Morocco, the organizers of the 3rd United Nations Ocean Conference (Nice, June 2025) had also proposed to the BLUE AFRICA SUMMIT to organize a day of regional consultation on October 9, 2024, to present the objectives and ambitions of UNOC3 and collect the expectations of United Nations Member States and other invited partners.
In the continuity of these exchanges, the third edition of the BLUE AFRICA SUMMIT will be held in Tangier on October 9 and 10, 2025.
