By organizing in Tangier, under the high patronage of His Majesty Mohammed VI, the first edition of the BLUE AFRICA SUMMIT on November 16 and 17, 2023, the Academy of the Kingdom of Morocco, La Saison Bleue, and the World Sea Forum drew up a first map of the major issues of maritime Africa across the Mediterranean, Atlantic, and Indian basins by 2030.
Following the three declarations endorsed by representatives from twenty-six nations across the continent, the Summit’s participants affirmed that Africa’s growth — including that of landlocked countries — depends largely on international trade, over 90% of which is conducted by sea. Through its ports, straits and canals, maritime Africa thus forms a dynamic network linking the Indian Ocean, the Mozambique Channel, the Red Sea, the Persian Gulf, the Mediterranean and the Atlantic Ocean — an Africa fully connected to Europe, the Americas and Asia.
It is this vision that the Summit, a true platform for dialogue and collaboration, has upheld for the past three years and aims to carry forward towards 2030.
Recognizing the strategic importance of the stakeholders gathered in Morocco, the organizers of the 3rd United Nations Ocean Conference (Nice, June 2025) invited the Blue Africa Summit to convene a regional consultation day in 2024, with the aim of presenting the objectives and ambitions of UNOC3 and gathering the expectations of United Nations Member States, so they may be represented on the international stage in Nice.
A fruitful mobilisation, as the 3rd edition of the Blue Africa Summit was marked by the signing of the Pact for a Sustainable Blue Africa.
The "Africa Blue Compass" Mission thus emerged from the Global Ocean Forum (Bizerte), the Blue Africa Summit (Tangier), the Tangier Regional Consultation ahead of UNOC3, studies by the African Union, the OECD, the World Bank, and the Indian Ocean Commission, as well as initiatives such as the European Commission’s Starfish Mission and the Africa-Europe Foundation.
