Head of Cabinet, since 2019 of the High Council for the Sea, a national body responsible for coordinating maritime public policies and strengthening the State's action at sea in Togo.
Teacher-Researcher: Professor of sociology of organizations and public action in public and private universities in Togo. His research areas focus on organizational change management, organization and human resources management, public policy analysis, risk and crisis analysis, and economic and strategic intelligence.
Member of Parliament (2007-2018): Has extensive experience in parliamentary practices (2007-2018). In this capacity, he has knowledge of parliamentary diplomacy: he chaired the Togo - Burkina Faso parliamentary group (2007-2013) and that of Togo - Egypt / Algeria / Tunisia / Libya (2013-2018). He was also an active member of the Inter-Parliamentary Union (IPU) where he served as secretary of the IPU-Togo group (2013-2018). During this journey, he served as a member of the Bureau of the Permanent Commission on Sustainable Development, Finance, and Trade of the IPU.
Holder of a Ph.D. in sociology from the University of Lomé (Togo) and a graduate of the Master's in Political Science - International Relations, specializing in Policies and Strategy of International Public Action (PAPSI), with a focus on Economic and Strategic Intelligence from the University Jean Moulin Lyon 3 (France).
Author of several publications that fall into three research axes, namely: governance of organizations; public action and transformations of the State; knowledge, science, and expertise.
